Configure Tox for local tests #73

I've had Tox set up locally so I can see what to expect when I open a PR. That seems useful enough to share, so here it is.

Coverage Status

Coverage remained the same at 95.833% when pulling 440b64f1aad73790f7471190a837f6ad62555438 on gmacon:tox into b6a26f3b917a74b3db49f5cf4b03c5fa2b8d45b4 on nickw444:master.
