The buildings in merlon.py are currently 5 stories tall, with a hip roof on top that is not accessible via a ramp.
Instead, the buildings should be 4 stories tall, with a rooftop garden on top that is accessible via the existing top level ramp landing. We should get rid of the existing hip roof, and instead have just the facade of a mansard roof that runs around the whole building, starting from the middle of the 4th floor and going up to the top of the parapet around the rooftop garden.
As a first pass, the bottom of the mansard roof could start just above the top of the 4th floor windows. Later on, it would be lovely to have dormer windows in the mansard roof on the 4th floor.
