Downgrade OpenVR SDK to 1.3.22 for Compatible With Old Version of Steam VR #21

This commit solve the issue #17 by downgrade the openvr sdk. And 50ms vibration is too long for "Pulse", I change it to 10ms. It feel better when I use controller across the menu and click button.
