Is there something like the general volume and mute that will just do play/pause for whatever activity is active?

there is not. I will put it as a new feature,. What would be your use of it ?

I'd love to see a general play/pause accessory. My use case is to integrate with iOS shortcuts. I'd like to be able to say "Hey Siri, pause the TV" and have it send play/pause to Harmony to pause whatever media device is currently active (Apple TV, TV apps, Xbox, etc).
