Move travis ci to github actions

... because there is not much in .travis.yml now...

Make sure GA provides at least the same number of CPU arch / OS combinations than Travis first.

Make sure to run jobs only if required :

• tag / no tag
• only build docker images if the setup.py builds fine
• only push to pypi if the setup.py builds fine
