made proposed changes from talk page - organized exclusions at the end

I am so sorry but the format changed to something totally different (XML) so it is easier to download the existing XML and go from that... would you mind applying the same changes to the XML via a new pull request? I updated the explanations in the README. Very sorry for the additional work!
