Rate command seems to behave differently as stated in the user guide

The rate command allows the user to provide a review even if the activity is not marked as completed. However, the user guide stated this: " Review: Your feelings about the activity after completing it. Optional."

The above seems to suggest that the user can only provide a review if the activity is marked as completed.

Steps performed:

1. Item at index 7 is initially not marked as COMPLETED.
2. Enter the command rate 7 r/5 re/best run ever!

Reason for disagreement: I think that the UG has stated quite clearly that "review" refers the the user's feelings about the activity after completing it. So I'm not sure what isn't documented clearly in the user guide.

According to the module website,

• Mismatch between the UG and the feature: If the feature behaviour needs to be changed, it is either a type.FunctionalityBug or type.FeatureFlaw. But if it the UG that needs to be updated, it is a type.DocumentationBug.

The user guide stated that the "review" is meant to be provided after completing an activity but the application allows the user to provide a review for an activity that isn't marked as completed. Thus, this issue seems to be of type.FunctionalityBug rather than type.DocumentationBug.
