Works on #22.

Adds an abstract notion of time in years to the metadata, which advances when the sim is running.
Adds a measurement of the total volume of water in the river, in cubic meters. This is sampled every 100 timesteps, as integrating over the entire simulation to get the total volume or total flux is expensive.
