Bug? Empty enemy border with flag #101

I'm not sure if this is supposed to be like this. Seems the castle still posesses the tiny land. Every enclosed land must have a military building, doesn't it? On latest 2.0 snapshot.

Should be a bug, please attach a savegame.

It's the same as in #100 , sadly I only have the one from the finished game.
