Feature (bug?): don't consider burning military buildings as blocker for new military buildings next to them #96

In the distance check whether a building spot can have a new military building also burning military buildings are still included as blockers. They should not be considered as a blocker because they also already lost their border and can not be attacked anymore.

Can not remember how it was in original game, so not sure if it is a bug or feature.

I am not sure if this is a bug. I guess the developers did not think about it.
