Delphi fixes #172

All normal tests pass on Delphi 10.4 Win32 & Win64 and silly PA Server thing on MacOS 64.

A few bugs showed themselfs and have been solved:

ParseExpression integer/float constants now are cached with correct signage.
SetLength: Check if Left <> nil SetLength(nil) is bad... The real fix for #147.
StaticArrays use TLapeTree_For not niels raw style looping.
