harbour list incomplete / inaccurate #1

There are three lists of harbours around. A small set to be soon replaced by a 
more extensive euharbours list. The third list is obtained from the EU and 
lists worldwide ports. However, the exact coordinates differ from the 
euharbours list and contains obvious mistakes too

Steps to take:
1- Remove harbours.rda file
2- Submit new euharbours.rda filecontaining more fleets
3- Submit new worldharbours file
4- Correct new worldharbours file
