Update BLS codes #74

NIEM maintains 5 code sets from the US Bureau of Labor Statistics:

Status Code set
outdated bls:EducationLevelCodeSimpleType
current bls:OccupationBroadCodeSimpleType
current bls:OccupationDetailCodeSimpleType
current bls:OccupationMajorCodeSimpleType
current bls:OccupationMinorCodeSimpleType

The latest SOC update (2018 codes, updated April 15, 2020) do not have changes that affect the SOC Code and SOC Title fields that NIEM uses for the Occupation code sets codes and definitions: 2018 SOC Definitions (XLSX)

The BLS education level data definitions have changed: https://www.bls.gov/emp/documentation/definitions.htm#education
