Consider dropping the Conformance Targets Attribute Specification as its own thing and adding the ctas schema into the model's utility folder. Seems like this could just be a NDR XML schema-level rule for REF and EXT targets.

The NTAC discussed this during their weekly meeting on 2023-02-14 and decided to continue with the separate CTAS specification as planned.
