This document should be titled NIEMOpen Publication Process. Rationale: NIEMOpen is going to have many processes, and we aren't talking about all of them here, so we need an attributive noun. We sure can't use "release"! I think "publication" fits and is still available. We publish specifications -- technical specifications and the model specification – and here's how we do that.
