Ignoring empty graph/ and warp/ directories

Using this package as a learning experience for prepping CI.

@satra Did we want to leave these Python 2.7-compatible, for the sake of importing into the 1.x series to replace nipype.workflows? I ask because I can either start from the master set or the dev/2.0 set.

@satra I think we decided that we would support importing these into nipype 1.3 or 1.4 (>=2 releases from now), so we should have at least one release of this package with Python 2.7 support. I'll rebase back onto 4ff443e.

No need for you to do anything, unless you object.
