Merge decoding #58

Merging some decoding that has taken place in e.g. 010 templates by @jonwd7.

I'd like to see decoding for packed meshes in NiDataStream in 010 it seems impossible, but nifscope could just do it for sure ;) Template still failing on nifs I've got just checked, still you did gorgeous amount of work with this .bt repo

@L0FKA Version 20.2.0.7 NIFs? Because that's all the 010 template was designed for. I have a version check that bails on unsupported versions. Anyway inside of 20.2.0.7 NIFs I haven't found any that error as of my recent UV Sets fixes for stream == 34.
