what's wrong with mit?
I don't know much about licenses and I think the public domain would better suit a file format

Not all countries recognize a public domain for copyright, or at don't let you release your copyright. They do recognize permissive licenses though
Speaking from a USA perspective: you can't copyright a file format. You can only copyright a particular encoder/decoder. Compatible software can always be made, unless a patent is involved.
So if you want a public domain encoder/decoder to exist, you're free to make one that interacts with qoi or qoi2.
What is the extent of the restrictions we might be subjected to by creating a new file format based on qoi and using the same encoding scheme? Should we rename the format? (not just appending a '2') How much changes to the qoi specification must we have to do to be freed from the original license?
