Modules disappear from storage

Sometimes modules disappear from storage. They do not disappear from ships where they are used as long as they are in use. When removed from the ship, they can't be re-added.

It seems to be related to the Unity editor. It only happened once in a build.

Might be related to the save / load system.

Possible reproduction:

change modules on your ship in hangar
start game
exit game
modules that were newly added to the ship are now gone from storage but not from ship

Also appears as -1 modules in shop.
