XMLAgent:     added one new call to get the tariffs available to switch to     updated support ticket creation call with ability to answer the tickets

Fees Harvester:     Possible infinite loop patched with additional "emptiness" check for STG log filehandle

NyanORM:     Added GROUP BY clause     Some other updates     PHPDOC minor fixes     Fixed screwed ORDER BY clause

ONLINE_SHOW_LAST_FEECHARGE:     Finally we're able to deprecate horrible "stgfeecharge2mysql" RemoteAPI call and make it as much human-way as it can even be

PONSFE90BT HAL lib:     Some monkeypatching     Fixed monkeypatching =)

Userstats Reminder:     added several non-mandatory options to userstats.ini     added ability to show and change user's e-mail     dividing to model and controller parts started     separate Reminder class is almost ready - only frontend part left to implement     Frontend part is almost done     Frontend part is finished and looks like working, buy need more testing with a "fresh head"     Translations added     Absent cellphone prefix fix     Logging cellphone prefix fix     Some additional pre-PR fixes and updates.
