updated scripts for vrdr data dictionary #122

Question: Do we want to include 'not implemented' content in the data dictionary for VRDR? (we included it for BFDR)

Also, I'm aware that some of the content in the data dictionaries is not correct and there's broken links. I will work on cleaning that up in the next PR, this PR is just for formatting changes.

One suggestion is to add a blurb at the top of the tables, like we have in BFDR. I can add that as well.
