Create a new condition, if duplicate hand ranks are found - see if there are two pairs. If it is two pairs

• compare the last two cards
• if it isn't the same, return the player with the highest rank
• if it is the same, compare the lower pair and return player with the highest rank (within the lower pair)

EDIT: if the highest pairs are the same, just compare the two pairs as a whole as per status quo
