Yeah, the current system is not exactly scalable. On the other hand, it's not something I'd worry about quite yet with the current amount of supported layouts. ^^
I'm also not sold that ISO 15924 is the way to go either. I doubt anyone will be asking for Linear A or Fraktur any time soon, and grouping most of europe into Latin isn't massively useful either (though I suppose it's a fun inversion to the old "eh, CJK is basically all the same, right? right?" trope).
Emm, looks like you are not so ambitious.
I'm not saying it'll never be relevant, just that it's something we can worry about when we get there. ^^
There will be many layouts in the future. I think it will be necessary to apply ISO 15924 codes: https://www.unicode.org/iso15924/iso15924-codes.html.
