See https://sourceforge.net/projects/swig/files/ download stats -- at least one release for each major (minor?) version, then prioritize based on downloads/week.

Of the versions identified previously, the most commonly used SWIG 3.x and 4.x versions have wheels that are uploaded (or will within an hour or so).

The remaining versions for SWIG 2.x and 1.x will take a while longer, there may be issues building the older versions and they don't get used much any more. The older versions to try to get build wheels for would be: 2.0.12, 2.0.10, and 1.3.40
