Is it possible to change the date format to something local and simpler?

From 2016-01-15T10:35:33.518+00:00 to 2016-01-15 21:35:33

I started doing preliminary work on this @blindman2k Do you want to be able to specify where this might be? Where would you expect the format to live at?

Two values in settings.wrench I guess, format and Timezone (local vs utc)
