Second level location presents error #159

This is new. Looks like after you click on the country, and try to select a project or projects in a district, it give you the:

"We're sorry

There as an error and the page couldn't be loaded."

Just wanted to check in with this. It seems to still be an issue.

@devilshaircut Hey Jason, I wanted to see if you could help out on this. I seem to be having trouble reaching Daniel.
