2021Q4 Resource info in releases

Resource info (markdown) will be persisted in the registry but needs to be incorporated into release catalogs to allow content to be viewed in the context of c2m2 inventories.

• [x] Extend portal schema with resource storage
• ~Python API to efficiently replicate registry's resource info to a catalog's resource info storage~
• [x] Submission module replicates latest info from registry while building preview catalogs
• [x] Release module replicates latest info from registry while building release catalogs
• [x] Admin/curator CLI to differentially update an existing release catalog to match latest resource info in registry

These features are merged to master and have been manually tested on the app-dev registry and a mock submission and (non-published) release. Once we get it deployed to the AP, we should be able to see new submissions incorporate resource info into their review catalogs, and future release builds will also do the same.

I think we can call this successfully QA'd as well. @abradyIGS used it to put a few resources into the current prod release catalog.
