After creating a personal collection, the user is brought to a record page for that new collection where they can add Files to it. When the user is brought to that page, the File related section is not shown on load. The user has to click the "Show empty sections" button to be able to add files to the collection. This should show on page load.

Once the user opens the add file modal, the filter panel is "collapsed" by default.
