Sync C2M2 change to drop CV name uniqueness #343

Additional external CV sources have been found to have name collisions in their terms. C2M2 is adjusted to relax name uniqueness constraints on all the external CVs, and we need to sync these changes into the ingest system too.

changes for this are in CFDE-20220331.8 and just need a quick staging deploy/test rehearsal to then be ready for prod deployment. the changes are only in the ingest logic needed by the AP.

I think we can call this QA'd by the fact that the Q4 release was successfully built.
