C2M2 revise race terms #384

The ontology group decided to follow a more recent ontology for race terms, which will:

For backwards compatibility, we will continue to support the original combined term for an interim period.

Because this is represented as an enumeration in C2M2 and a regular vocabulary table in the portal, we need to synchronize changes to the published C2M2 JSON model and the built-in tabular data in the ingest system.
