Connect GitHub repositories to projects #7

I am not sure if this is obtainable from reporter - folks do report software as part of the RPPR process, but I didn't find examples on reporter with software listed. Alterantively, perhaps we can request a yaml file with at least the URLs for software associated with each project.

If everyone is using public GitHub repos, we could ask them to tag (topic) their repo with the project number, and we could then using the GitHub api to search for that tag (topic).
