[x] Fixed conflict with FAIRshake assessment by renaming recipe & moving to 19/
[x] added entry in TOC
[x] resolved conflicts with latest dev branch
[x] Write PR to include in published-documentation's TOC

Minor correction for leading < at row 476 and 490 in the Rubric Metrics Summary Table. Question to @u8sand : Why are DOI placed under human readable purl in that table?

@proccaserra to be honest I didn't write this recipe I just brought it back from the dead. It was written by the RTI folks and never merged because, I believe, it conflicted with the FAIRshake assessments rubric. I moved it to a new recipe with a new title to resolve the conflict. Let me know if the comment you mentioned was addressed before/after the merge or if I should address it.
