Move release plan to website style guide

PR Description

This PR moves the Release Checklist (which was buried in docs folder) into the Website-Style-Guide so that it can be easily discovered by someone wanted to create a new tutorials. I made some changes following the April 2022 release process.

Need to check that links to figures and documents work.

Okay, the training release guide and new lesson template have been added to the website style guide. I believe these things are useful for both people submitting new lessons and people reviewing lessons.

I also add a little link to these documents on the landing page.
