Adding use cases for metadata submission process #41

This PR adds the epic 2 use cases that collectively describe the process of submitting metadata to the CFDE portal, reviewing/approving/rejecting the submission, and releasing the CFDE approved submission to the portal. I tried to translate these steps into the UCL format.

Timeline: aiming to get these online ~next week to go with the use case report update.

I think it looks good. I cross-checked 09, 10 and 11's little blurbs with your use case library and most things look like they match based on the descriptions in the tasks, requirements, and objectives. Here are a few questions I had:

009: r-00037 I don't understand this requirement so I don't know if it's relevant here.

010: what does a review catalog do? obj-0006 seems like a very broad objective for this use case. There is no other existing objective that fits better, though. Does the order of the tasks and requirements matter at all?

011: this also has r-00037.

r-00037 was added in September as a requirement for authenticated access to the portal (t-0017). (see here for comments) (also, i forgot to mention that tasks and reqs with the green check mark by them are Amanda-approved :) )
not 100% sure, my guess is that a review catalog is the submitted metadata that needs to be reviewed/approved before it can be released onto the public view of the CFDE portal
at some point (#24) the order of tasks and requirements are going to be nested. right now, they're sort of ordered by how the persona would do each task.

@jeremywalter any suggestions?
