Reviewdog should run whenever a PR is modified after opening #15

This line only allows PRs to run Reviewdog when opened, I think this should be run every time the PR is modified.

Do you suggest removing this line, or modifying it @hsorby ?

My suggestion is to run Reviewdog whenever the PR is modified.
