Downloads from news forum are made only for newer threads that get created. (lastnf functionality)
In the event that the user deletes a file already downloaded from news forum, it won't be downloaded again, unless 7th line for that course is altered in preferences. Create a reset option for every course which resets lines 6 and 7 to "-1" (default value)
