Please, add support for RIFE v4.1 model #43

Can you please explain why do you think it's not worth using?

We waited over 4 1/2 months for the new RIFE model (4.1) - from 6 December to 23 March: https://github.com/hzwer/Practical-RIFE

The difference between it and 4.0 is negligible. The developer is working on something better, so the new models are here to be here for the sake of it.

This model causes flickering/shaking by the way, seemingly on all interpolated frames with a very low timestep (<0.15)

Thank you for your opinions.

I also looked at the comparison posted here: https://github.com/nihui/rife-ncnn-vulkan/pull/44 and I see that the 4.1 model is inferior to the 4.0.

Therefore, adding this model is not necessary.

I am closing the issue.
