Add check Alter function to Tellurium #15

Selenium RC provides two methods for Alters

 isAlertPresent()

and getAlert() 

need to add the two to Tellurium

Seems this is an open issue for Selenium framework. Until we change Selenium 
server,
we may not be able to solve this problem. This issue may stay for a while.
