Need to add tar.gz file as artifact in Maven #45

Since Google code site does not support snapshots, it would be great if we
could have tar.gz built periodically and put them as snapshots so that
users can download directly.

There are 5 different builds:
src
src-with-deps
bin
bin-with-deps
full (which is just bin-with-src-with-deps)

Build does not include Trump because it is not yet mavenized... nor do I know 
if it
can be actually, at least not in the traditional sense.
