#548 Billing used current measured real power, #2294

I had an issue with the billing in triplex meter where there was an unusually high jump in the bill that corresponded with a high jump in power. I went into debug and found that when updating to the new power the bill was calculated using the new power draw and not the previous time step's power draw.
