#649 PLC module failing autotest, #2390

The PLC module is failing the new autotest added. It is failing as an exception, that appears to be related to a GL_THROW not being properly caught in the init routine. The actual failure appears to be related to a ailure to compile\ the PLC code, but it quickly escalates in a much nastier failure.
