#706 Uncouple HEAT_PUMP heating and cooling modes, #2444

Basically, HEAT_PUMP mode assumes a reversible heat pump. A few lines of code would do away with this assumption by allowing the heating capacity to be set individually from cooling capacity...when appropriate.
