#707 Migrate 2.3 DST and climate changes into trunk, #2445

Several changes have been made to DST handling and climate details in relation to southern hemisphere usages. These were committed to 2.3 as part of r3872, r3873, r3875, and r3876. These items likely need migration into trunk/3.0 to handle southern hemisphere simulations properly.
