Ticket to implement and troubleshoot configure.bat for Windows builds and how the various dependencies are handled/flagged.

Added configure.bat in r4139 and changed prebuild steps to use it.

Note that it doesn't detect win32 vs x64 matlab/mysql options yet. So whichever library it finds last is the one it uses. That fix is coming soon. It also doesn't handle link options right yet either. Ditto.

Script has been refined to support the MATLAB changes and successfully migrated to trunk/3.0/3.1. MySQL link is not fully tested, but should work the same as the MATLAB versions.
