#755 broken DG models, #2493

A number of the DG models, particularly the control aspects, are dysfunctional. We need to test them to determine which are functional and flag/error catch all the ones that are not.

Current known issues are (off the top of my head):

1) battery / inverter and constant_pq modes
2) microturbine in general

All models have been tested for control dysfunction and phase connection and flagged in ticket 747 and have been committed to 3.0. as of r4372.
