#859 gridlabd.conf and gridlabd_user.conf is not loaded when no GLM file is specified, #2585

The gridlabd.conf and gridlabd_.conf files should be loaded regardless of whether a GLM file is specified. For example, when the command \gridlabd --info \ is issued, it would be nice if we could set the infourl global in gridlabd.conf so that we can control where it goes for documentation. However, because no GLM file is specified there is simply no way to do that. Doing this would also allow users to better control the default command behavior (when no GLM is specified).,
