#954 Units with offsets don't convert properly when used in compound unit conversion, #2680

Use reports a problem converting compound units that have degrees in them. See https://sourceforge.net/p/gridlab-d/discussion/842561/thread/6aed4a58/ for details. The offset should be set to zero when compound units are unit, and apparently that isn't always done.,
