mainconfig:refresh in openhab.cfg not working on Linux #198

What steps will reproduce the problem?
Enable mainconfig (mainconfig:refresh=20) setting in openhab.cfg seems not to 
work in runtime distributions on Linux.

What is the expected output? What do you see instead?
No reload of openhab.cfg.

What version of the product are you using? On what operating system?
WORKING WELL: Windows (Win8 64) for OpenHab Version 1.0.0, 1.1.0, 1.2.0-SNAPSHOT
NOT WORKING: Linux (Ubuntu 12.04)for OpenHab Version 1.0.0, 1.1.0, 
1.2.0-SNAPSHOT

mainconfig:refresh=20 is working on my Linux box with openHAB 1.2.0 without any 
problem:
uname -a shows:
Linux raspberrypi 3.2.27+ #250 PREEMPT Thu Oct 18 19:03:02 BST 2012 armv6l 
GNU/Linux

I enalbled the logging for the ConfigDispatcher with  <logger 
name="org.openhab.config.core" level="TRACE" /> :

'/opt/openhab-runtime-1.2.0/configurations/openhab.cfg' hasn't been changed 
since '1367434378405' (lasModified='1367434316000') -> initialization aborted.

configuration file '/opt/openhab-runtime-1.2.0/configurations/openhab.cfg'.

Helmut, could you retest to see if this issue is possibly solved by now?
