Model resources fail to load #247

What steps will reproduce the problem?
1. Too short file reload values
2. Items/rules split into multiple files

What is the expected output? What do you see instead?

Output looks typically something like this, but can vary from time to time. The 
next startup attempt can be successful.

What version of the product are you using? On what operating system?

There were some fixes around that issue. Could you please retest and reopen if 
it still applies?
