All the textUtf8 functions are now pretty trivial.

I've temporarily added allow-newer to the CI script, otherwise rebase and probably some more packages refuse to build.

Why did you decide to bump the major version?

It just felt like text-2 is a big deal. But I'm rather clueless about versioning, please feel free to ignore.
